Measuring Transit-oriented Development Parameters in Blok M Area, South Jakarta

Abstract
Blok M is a commercial area in the centre of Jakarta. Predominantly commercial in land use, as well as the existence of two primary transit stations, Blok M is one of the potential locations for TOD in Jakarta. This is also stated in the Spatial Planning Document of Jakarta and Governor’s Regulation of DKI Jakarta No. 55/2020. TOD (transit-oriented development) is a concept of development of the area nearby the transit station, which emphasizes on public transport integration, non-motorized transportation and decreases the private vehicle dependency. This concept also emphasizes on a mixed-use and high-density area around the transit station. This research is about the assessment on TOD parameters in Blok M, using four variables: building density and diversity, pedestrian accessibility, public realm and transit. Each of which divided into sub variables based on TOD Standard 3.0 and Ministerial Regulation of Agrarian Affairs and Spatial Planning No. 16/2017. This research shows that the TOD assessment in Blok M has an average score of 62,5%, which the lowest score is in pedestrian and bicycle accessibility (25%). Overall, Blok M TOD area needs a further development, especially in pedestrian accessibility, bicycle infrastructure building coverage ratio (BCR) and floor area ratio (FAR).
